The disease is not new.  It popped up in the 1960s in Sudan.  From there it slowly spread to Libya and Tanzania.

The Uganda infections, though, are a new outbreak -- a troubling sign.  The jump into a new region could be pure coincidence, or it could indicate the disease has become more virulent or found a new transmissions vector.

could it be evolved...?

The best clue they have is that most of the cases occur in regions inhabited by "Black flies", which carry the parasitic worm Onchocerca Volvulus.

just saw an episode of Discovery Channel's Monsters Inside Me yesterday that discussed the river blindness caused by these black flies. the worms can live up to 15 years in the host body. the only cure was a drug that targets the larva to control the population, but the adult worms are unaffected, you have to wait it out for them to die - which means you have to take the medication for more or less 15 years. Whats worst, since the drug is considered toxic - to poison the larva, it also has a side effect on humans - poisoning them slowly. it was said from a theory that since humans are "bigger" than these worms, its more likely to kill the worms before the hosts. the patient already exhibited some ill effects of the drug like weakening, itchiness, nausea.

As a last ditch effort doctor wanted to try a new type of medication to cure it, a drug that was used primarily on animals (iirc, it was for horses). it was an effective drug that they were able to rid the patient of the worms i think in about a year.

It may be that your sole purpose in life is simply to serve as a warning to others

UPDATE, 5/27: While Miami Police remain tight-lipped about the incident, investigators are asking witnesses to contact authorities. The Herald reports detectives believe the victim may have been homeless and the naked man suffering from "cocaine psychosis," which could have prompted him to remove his clothing.
