Fluoroinert is a very poor conductor of heat and it isn't cheap either to implement having normal PC's to come in a tank of the stuff.
come on Toshi!

lumang news na ata ito.  ang explanation ata kasi ang oil di nag conduct ng kuryente kaya pwede sya gamitin.  tapos sabi pa ata na mas okay pag oil compared to fans kasi mas cool daw ang system pag oil

Super old news guys, the first mineral-oil cooled pc was done in 1999, so this story is about 9 years late to the party. The article was posted here somewhere (or was it on the OCM forums pa?)

http://hardware.slashdot.org/article.pl?sid=99/05/29/1632246

Anyways, some points regarding the use of oil:
1) Oil is non-conductive, so nothing needs to be sealed. It's perfectly safe to have it touching the contacts on your stuff.
2) Mineral oil is better than vegetable oil. Vegetable oil will eventually degrade and have to be replaced.
3) Fluorinert (a special 3M cooling liquid) is even better than mineral oil. It's the cooling they use on the old cray-2 supercomputer. You might consider this as a submerged-cooled computer as early as 1985.

Read up on 3M's Fluorinert to really learn more about submerged cooling.
