What I don't understand is why all of a sudden the DBM disallowed the release of the agency savings as MC benefits. While RA 8349 is supposed to entitle government scientists additional benefits (among other things), it unfortunately does not allocate any money from the annual budget for these. Previously DBM allows the disbursement of a portion of agency savings (after payment of utilities, salaries, supplies, etc.) as MC benefits (as an incentive to save).

Himala. May kuryente parin dito sa "metro" tagaytay. Wouldn't be surprised kung mawala by evening. Storm has been relatively mild here. Signal #4 accdng to the powers that be, but the rain never went horizontal or became whipping on the walls, windows, roof.


Yes, i do see that it's a different story in albay, etc.

But is the worst over?
