Looking for a modder/fabricator

I'm trying to mount two PC heatsinks into my old PS3 phat and for that to happen I need two brackets that will fit the PS3 mounting holes. Does anyone know a good fabricator/modder? All I'll need is a metal bar like aluminum with holes in the correct measurement then I'll just use bolts and nuts to hold the heatsinks in place.

I would do it myself but I do not have the proper tools :(

Slightly OT: where can one find a dremel? All they had in the DIY shop here in Eastwood were saws and drills.

These are the stock ones that go into the back of the motherboard. I need a bracket to go on the heatsink where the screws will go into. It's that or if I get a heatsink with a wide bottom then I could probably bore a couple of holes.
